Congratulatory Message by His Excellency Saleumxay KOMMASITH, Minister of Foreign Affairs of the Lao People’s Democratic Republic on the occasion of the 3rd Anniversary of Mekong-Lancang Cooperation Establishment

On the occasion of the 3rd Anniversary of Mekong-Lancang Cooperation (MLC), which falls on 23rd March 2019, on behalf of the Government of the Lao People’s Democratic Republic I would like to convey my heartfelt congratulations and salutations to all people of the Lao PDR and other MLC Member Countries. This year is also the 2nd year that the MLC Week is being launched in Vientiane.

The MLC was established by six member countries, namely: Cambodia, China, Lao PDR, Myanmar, Thailand and Viet Nam with an aim to bring prosperity and sustainable development to the Mekong Region. MLC has become a platform for effective cooperation in the Mekong sub-region. It has significantly contributed to the socio-economic development of member countries under three cooperation pillars (political and security, economic and sustainable development, and social, cultural and people to people exchanges) and five key priority areas (connectivity, production capacity, cross-border economic cooperation, water resources, and agriculture and poverty reduction). Currently, MLC member countries are implementing their Five-Year Plan of Action (2018-2022) with a view to enhancing the people well-being, narrowing the development gap as well as supporting ASEAN Community building.

In 2018, the Lao PDR had an honour and privilege to host the 4th MLC Foreign Ministers’ Meeting in Luang Prabang. The Meeting issued the Joint Press Communiqué as guidelines to deepen our friendship and partnership. Moreover, we are ready to take part in discussion on realizing the Mekong-Lancang Economic Development Belt Initiative as part of The Belt and Road Initiative in a community of shared future of peace and prosperity.

The Lao PDR, as the co-chair with the People’s Republic of China on Mekong-Lancang Cooperation for the period of 2018-2020, will continue to closely work with other member countries in order to move our cooperation forwards to a higher level. In this connection, the Lao PDR looks forwards enthusiastically to co-chairing the 5th MLC Foreign Ministers’ Meeting in China in 2019 and the 3rd MLC Leaders’ Meeting in the Lao PDR in 2020.

On this celebrative occasion, I would like to express my sincere appreciation to all Mekong Countries and China for the continued support, generous assistance and constructive engagement in a consistent manner in accordance with the theme of the 3rd MLC Leaders’ Meeting “Enhancing Partnership for Shared Prosperity”. The Lao PDR, in its capacity as co-chair, wishes that the cooperative relations between and among member countries be further strengthened and deepened. To promote people-to-people exchange and understanding between the people of the Mekong Region and China, this year has been designated as Visit Laos-China Year 2019. On this occasion, we, the Lao multi-ethnic people, would like to extend our warmest welcome and hospitality to the Chinese people as well as to all the people from other Mekong countries to visit Laos and experience the culture and natural beauty of our country.


 Congratulatory Message from H.E. Mr. JIANG Zaidong, Ambassador of the People's Republic of China to the Lao People's Democratic Republic on the Occasion of 3rd Anniversary of the Lancang-Mekong Cooperation

 Here we are at the week of March 23rd again. This is the second LMC Week for the Lancang-Mekong countries. We are pleased to see that activities held during the LMC Week are more diverse and colorful, enhancing mutual understanding among our people, strengthening traditional friendship and bringing more people to support and participate in the Lancang-Mekong cooperation.

Since establishment, the Lancang-Mekong cooperation mechanism has forged among our six countries, the high-level consensus on the pursuit of sustainable development and the desire for a better life for our people. It has demonstrated great vitality and made robust progress, entered a period of rapid growth from a steady incubation period, and become the new mechanism full of vitality and development potential in the sub-region. During the past three years, focusing on the theme of shared future, the Lancang-Mekong cooperation mechanism has brought into full play the advantage of geographical proximity, cultural affinity and economic complementarily of our six countries, kept implementing the consensus of the second LMC leaders' meeting, adhered to the project-oriented concept, and worked towards a 3+5+X (3 pillars, 5 priority areas and X other areas) cooperation framework. The six Lancang-Mekong countries carried forward the Lancang-Mekong spirits, demonstrated the Lancang-Mekong speed, and invigorated the Lancang-Mekong market, which has brought our mutual beneficial cooperation to a new high and gave our people a strong sense of gain.

Facing the challenges of surging unilateralism and protectionism on the international arena, Lancang-Mekong countries should continue to hold the spirit of openness and inclusiveness, step up regional cooperation, and by building a economic development belt along the river together, promote high quality industrial capacity cooperation, foster new growth areas, strengthen partnership, and ensure shared prosperity and sustainable growth in the region. We believe that by chartering the course for and advancing the cooperation among our six countries, the Lancang-Mekong cooperation mechanism will grow sturdily and continue to bear new substantial fruit.


 Message by H.E. CHENG Manith, Ambassador of the Kingdom of Cambodia to Lao People’s Democratic Republic on the occasion of 3rd Anniversary of Mekong-Lancang Cooperation, 14 March 2019, Vientiane

 On the occasion of the 3rd Anniversary of the Mekong-Lancang Cooperation (MLC), I would like to extend my warmest greetings and best wishes of happiness and prosperity to all people of member countries of the MLC.

 Since its official launch in March 2016, the MLC have made significant progress and developed the new sub regional mechanism into a full-fledged cooperation scheme by building strong and fully operational multi layer working structure and implementing mechanism that would enable six member countries to move at a faster speed in the realization of the MLC goals to have a community of shared future, peace and prosperity.

 Cambodia has actively participated in the MLC mechanism since its establishment and has made significant contributions to the MLC content and areas of cooperation. Samdech Techo Hun Sen, Prime Minister of the Kingdom of Cambodia and H.E. Li Keqiang, Premier of the State Council of the People’s Republic of China co-chaired successful 2nd Mekong-Lancang Cooperation Leaders’ Meeting held on 10 January 2018 in Phnom Penh under the theme “Our River of Peace and Sustainable Development”. At the meeting, the Leaders had adopted two important documents, namely (1) the Phnom Penh Declaration of the 2nd MLC Leaders’ Meeting and (2) the Five Year Plan of Action of the MLC (2018-2022).

 Taking this opportunity, I wish to extend my heartiest congratulations to the Government of the Lao People’s Democratic Republic and the Government of the People’s Republic of China for the successful of 4th MLC Foreign Ministers Meeting on 17 December 2018 in Luang Prabang Province, Lao PDR and the positive outcomes achieved by the LMC in various fields over the past year. With the strong commitment of the Leaders of the Six member countries to effective implementation of the Plan of Action of the MLC (2018-2022), the MLC will further promote regional economic development, improve people's livelihood, protect environment, intensify people-to-people and cultural exchanges and so on. These benefits would contribute to supporting the ASEAN Community building and narrowing development gaps among ASEAN member countries.


 Congratulatory Message from H.E. U Ko Ko Naing, Myanmar Ambassador accredited to Lao PDR  on the Occasion of 3rd Mekong-Lancang Cooperation’s Anniversary

 On this auspicious occasion of the 3rd anniversary of the establishment of Mekong-Lancang Cooperation, on behalf of the people and government of Myanmar, I have the great honour to congratulate all the members of Mekong-Lancang Cooperation for their collective efforts in achieving tangible and beneficial progress in a very short span of time.

 I would also like to express my special appreciation to the People’s Republic of China for its support rendered to the Mekong countries through Mekong-Lancang Cooperation Framework in their endeavors for realization of prosperous and peaceful Mekong region.

 Since its inception in 2016,the Mekong-Lancang Cooperation has made visible progress unmatched by other cooperation mechanisms. Mekong-Lancang Cooperation has unequivocally proven itself of its ability and effectiveness to bring about practical benefits to the peoples of Mekong countries in various sectors.

 Allow me to congratulate to the Government of Lao PDR, Co-Chair of Mekong-Lancang Cooperation, for successful hosting of MLC related meetings and various activities during its tenure.

 All Mekong countries have benefitted from the MLC projects since the establishment of the MLC fund in 2017, aiming at providing assistance to the sustainable development of the Mekong countries. Myanmar will also benefit from the implementation of 29 projects which were granted under the framework of MLC.

 I believe that we will be able to contribute to sustainable development, peace and prosperity to the Mekong region by the collective and collaborative efforts under the Mekong-Lancang Cooperation Framework.

 I am confident that 3rd MLC Leaders’ Meeting which will be hosted by the Lao PDR in the year ahead, will provide yet another opportunity to forge closer cohesiveness in understanding between and among us.

 Myanmar is fully committed to work together with all member states to achieve the objectives of Mekong-Lancang Cooperation adhering to the Principles of MLC.

 I wish Mekong-Lancang Cooperation greater success and strengthening cooperation towards peace and prosperity of the peoples of Mekong Region.

Congratulatory Message from H.E. Mr. Kiattikhun Chartprasert, Ambassador of the Kingdom of Thailand to the Lao PDR,  on the Occasion of 3rd Anniversary of the Mekong - Lancang Cooperation (MLC)

 The Royal Thai Embassy in Vientiane would like to extend its warmest congratulations to the Member Countries of the Mekong - Lancang Cooperation (MLC) on the 3rd anniversary of the MLC. Thailand is pleased with the MLC’s achievement so far as all Member Countries have been working closely to promote multidimensional connectivity, human resource development and environmental cooperation. The MLC has indeed become a dynamic cooperation framework that delivers tangible and beneficial results, promoting sustainable development in the Mekong sub-region. Most recently at the 4th MLC Foreign Ministers’ Meeting on 17 December 2018 in Luang Prabang, we agreed to promote synergy between the MLC and other regional and sub-regional frameworks such as ASEAN, ACMECS, GMS, and MRC. These frameworks can complement one another as well as other inter-regional connectivity initiatives including the Belt & Road Initiative. Thailand will continue to work towards positive future directions for the MLC. Message by H.E. Mr. Nguyen Ba Hung, Ambassador of the Socialist Republic of Viet Nam to Lao People’s Democratic Republic on the occasion of 3rd Anniversary of Mekong-Lancang Cooperation, 23 March 2019, Vientiane

 Viet Nam welcome the second Mekong-Lancang Cooperation Week (March 18th – 24th, 2019), which reflects the vibrant and dynamic cooperation among MLC member countries.

Mekong-Lancang cooperation is a platform for six riparian countries to work together to promote economic and social development, enhance the well-being of our people, narrow regional development gap, support ASEAN Community building and the implementation of the United Nations 2030 Agenda for Sustainable Development. Mekong-Lancang cooperation is based on the principle of consensus, equality, mutual consultation and coordination, voluntarism, common contribution and shared benefits, and respect for the United National Charter and international laws. Mekong-Lancang cooperation has great potential to help member countries improve their economic competitiveness; seize new opportunities from emerging global development trends and address common challenges of the region.

Over the past three years, Mekong-Lancang cooperation has made significant progress in the five priority areas, which in turn further strengthens the friendship and mutual understanding among member countries and promotes trade and investment in the region. Hundreds of Mekong-Lancang cooperation projects are helping member countries improve capacity, access new knowledge and technology, facilitate coordination in natural resources, environmental protection and promote greater people-to-people exchange.

Viet Nam is confident that under the co-chairmanship of Lao PDR and China, Mekong-Lancang cooperation will further flourish. We look forward to the success of the third Mekong-Lancang cooperation Summit to be held in Lao PDR.
