Excellency,

I am deeply saddened to learn about the devastation and loss of lives caused by Typhoon Mangkhut (Ompong) hit Cagayan Province, the Philippines on 15 September 2018.

On behalf of the Government and People of the Lao People’s Democratic Republic, I would like to express my deepest sympathy and condolences to the Government and People of the Republic of the Philippines, particularly the bereaved families of the deceased victims as well as to those who have been affected by this calamity.

I am confident that under the able leadership of the Government of the Republic of the Philippines in responding to this disaster, the country will overcome the difficulties and restore the living condition of those affected to normalcy soon.
