Prime Minister Thongloun Sisoulith on Wednesday deposited in Vientiane Capital an instrument of ratification of the Paris Agreement on Climate Change with United Nations Secretary General Ban Ki-moon.

The Paris Agreement’s central aim is to strengthen the global response to the threat of climate change by keeping the rise in global temperatures this century well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 degrees Celsius. 

Additionally, the agreement aims to strengthen the ability of countries to deal with the impacts of climate change. 

The depositing of the instrument of ratification was witnessed by Minister of Foreign Affairs Saleumxay Kommasith, Minister of Natural Resources and Environment Sommad Pholsena, Minister of Labour and Social Welfare Khampheng Xaysompheng, diplomatic officials, representatives of UN agencies, donors and international organizations. 

Prime Minister Thongloun is the third world leader to have deposited the instrument of ratification of the Paris Agreement on Climate Change to the UN Secretary General over the past seven days following the leaders of China and the US. Laos was the first country in ASEAN and the 27th in the world to have ratified the Paris Agreement.   

The agreement will enter into force 30 days after 55 countries that account for at least 55% of global emissions have deposited their instruments of ratification. 

The Paris Agreement requires all Parties to put forward their best efforts through “nationally determined contributions” (NDCs), and to strengthen these efforts in the years ahead. This includes requirements that all Parties report regularly on their emissions and on their implementation efforts.

The Prime Minister said that climate change has become a challenge to sustainable development in countries around the world and to the livelihoods of the people. 

Laos’ government has incorporated anti-climate change efforts, natural disaster risk reduction and management and sustainable development goals into its national socio-economic development plan.

“Realizing the importance of the Paris Agreement and its commitment to cooperating with the world community to address global warming issues, the Lao government has signed and ratified the Paris Agreement on Climate Change. This will help speed up the agreement’s entry into force,” said the Prime Minister. 

He said that the depositing of the instrument of ratification is a historic landmark bearing meaningfulness for the Lao PDR and reflects its commitment to fulfilling international obligations.  

In reply, the UN Secretary General highlighted the significance of the Paris Agreement and praised the Lao government upon its ratification of the Paris Agreement on Climate Change. He also expressed his gratefulness to have personally received the ratification from the prime minister.
