Dear Mr. Thongloun Sisoulith,

On behalf of the Government of the Russian Federation and on my own, I am pleased to congratulate you cordially on the occasion of the 60th Anniversary of establishing diplomatic relations between Russia and Laos.

I would like to particularly stress that the Russian-Lao cooperation is based on the solid traditions of friendship, mutual respect and support. During the past six decades the bilateral interaction has reached the strategic partnership level. The practical cooperation in trade and economic, science and technical, and humanitarian spheres is broadening, the large-scale joint projects are being implemented.

I am convinced that the active work at the governmental level will further create the favorable conditions for promoting new mutually beneficial initiatives in diverse areas. This fully meets the interests of Russia and Laos.

I wish you, Dear Mr. Thongloun Sisoulith, good health, well-being and success as well as happiness and prosperity to all Lao people.

During the past six decades our countries have achieved considerable success in the development of traditionally friendly ties and multidimensional partnership which has assumed the strategic character and is steadily strengthening.

We highly appreciate the advanced level of the coordination of efforts and mutual support in international and regional affairs achieved by our foreign ministries allowing us to defend efficiently our coinciding interests, to advocate security, stability and international law both in the Asia Pacific and in the world in general.

With all my heart I wish You and all the colleagues from the Lao Ministry of Foreign Affairs health and new success.

This year, our countries celebrate a remarkable anniversary – 60 years since the establishment of their diplomatic relations.

It is symbolic that this commemorative date coincides with the 75th anniversary of the Great Victory. The defeat of Nazism and, generally, the end of the Second World War gave a strong impetus to the decolonization process in Asia, including the national liberation struggle of the Lao people. As a result, as early as October 1945 Laos declared its independence, though it took several decades of intense struggle and political and diplomatic efforts to safeguard it. The Soviet Union actively participated in the 1954 Geneva Conference which put the end to the French aggression against peoples of Indochina, and was a guarantor of the Laos neutrality in the years that followed. No wonder that the Soviet leadership positively responded to the proposal of the Lao government which was formed in August 1960 to establish official relations.
